According to Ukrainian Prosecutor General Iryna Venediktova, a 30-year-old Vasyl Lytvynenko, commander of the 64th separate motorized rifle brigade, ordered his soldiers to kill civilians in the village of Lypivka, 40 kilometers west of Bucha.
