Pentagon: Ukraine’s successful counteroffensive only surprised Russia

Ukraine’s counteroffensive against Russia in Kharkiv Oblast was not a surprise to its allies and partners, Pentagon Press Secretary Air Force Brig. Gen. Pat Ryder said on Sept. 13. “I think if anyone was surprised, just based on the reports that we’ve seen in terms of the Russian military’s response, it was probably the Russians,” Ryder said.
