Ukrainian drones struck an explosives plant in Russia's Nizhny Novgorod Oblast, and explosions were heard in Novgorod Oblast overnight on April 30, social media channels reported.

"(A)s long as Russia and the Russian authorities continue to be invited, while Ukrainian people continue to be targeted, and attacked on a daily basis, I cannot be present," Commissioner Glenn Micallef said.

The Russian leader voiced readiness to declare a truce in Ukraine for the Victory Day celebrations, which Russia holds on May 9, the Kremlin said.
