Russian media claim exploded shells found near Ukrainian border.

Russian state media claimed on Feb. 18-19 that two freshly exploded shells were found in Russia's region of Rostov about one kilometer from the border with Ukraine, implying that Russia suffered a shelling from Ukraine. In fact, the Ukrainian military is nowhere near the border: Those areas are under the control of Russia-backed militants.
