After Russian strikes on the evening of March 3, Okhtyrka is left without water, heating, and electricity. Sumy is at least partially left without electricity. Sumy Oblast Governor Dmytro Zhyvytskyi reported that an evacuation of the region is being planned as homes will turn into "cold, stone traps."
