US Senate passes resolution calling on State Department to recognize Russia as state sponsor of terrorism

When the government asserts authority in ways that a growing share of the public experiences as arbitrary or vindictive, it begins to lose legitimacy.

A fire broke out at an oil depot in the Russian city of Penza following a Ukrainian drone attack overnight on Jan. 23.
