Latvia’s Foreign Ministry cited the closure of the consulate in Pskov for the decision as it is not possible to issue permits, reports Latvian TV.net. The agreement will be suspended as of Aug. 1.
The Aug. 28 call came after Russia launched a large-scale aerial strike on Ukrainian cities overnight.
At least 18 people were killed in the attack on the capital, including four children, authorities said. Three of them were aged 2, 14, and 17.
This marks the first time a vessel carrying fuel from the blacklisted facility has entered a Chinese import terminal.
The attack on the junction station occurred around 5 a.m. in Tver, a Russian city northwest of Moscow.

Hungarian Foreign Minister Peter Szijjarto described the strike as "an attack on Hungary’s sovereignty," saying it "endangered our energy security and nearly (forced) the use of our strategic reserves."
"No diplomatic mission should ever be a target," top EU diplomat Kaja Kallas said.

"Efforts to address the aftermath of the attack are ongoing. The majority of the crew are safe, and the search for several missing sailors continues," Navy spokesperson Dmytro Pletenchuk told the Kyiv Independent.
