Police: 187 bodies exhumed at mass burial site in Lyman, Donetsk Oblast.

Oleksandra Havrylko, a spokesperson for Donetsk Oblast police, said that 35 of the exhumed bodies are soldiers, and the rest are civilians. Some were killed by explosions but others could have been murdered, she said. The exhumation work is still ongoing; about 40 graves remain unexamined. Those buried at the site were killed during the Russian occupation of Lyman before it was liberated by Ukrainian troops in early October.

The European Union has also agreed to launch the Military Assistance Mission in support of Ukraine to provide individual, collective and specialized training to Ukraine's Armed Forces, according to EU High Representative for Foreign Affairs and Security Policy Josep Borrell on Oct. 17. Russian troops fired three missiles at Sumy Oblast in the morning of Oct. 17, hitting a civilian infrastructure site in the Romenskyi district, said Dmytro Zhyvytskyi, the oblast governor. The strike killed three people and wounded nine. There are still people under the rubble; the rescue operation is ongoing, according to the official. Over 1,500 residents are left without electricity.

"The published news about Iran providing Russia with drones has political ambitions and it's circulated by western sources. We have not provided weaponry to any side of the countries at war," Iran's Foreign Ministry spokesman Nasser Kanaani said on Oct. 17, according to Reuters. The statement came after Russia's deadly attack with Iranian-made Shahed-136 drones on central Kyiv on Monday morning.

A woman was killed by Russia’s drone attack on central Kyiv on Oct. 17, Kyiv Mayor Vitali Klitschko reported. Her body was recovered by emergency services from under the rubbles of a residential building hit by an Iranian-made kamikaze drone Shahed-136 in the Shevchenkivskyi district. Another person is still under the rubbles and three people were hospitalized.

According to the U.K. Defense Ministry's latest intelligence report, a "large queue of waiting cargo trucks" remains backed up near the Kerch Bridge after the explosion that damaged it on Oct. 8. Infrastructure Minister Oleksandr Kubrakov met with Turkish Defense Minister Hulusi Akar on Oct. 16 in Istanbul to negotiate the extension of the U.N.-brokered Black Sea Grain Initiative, set to expire on Nov. 22. The talks come as Russian ambassador to the U.N. missions in Geneva Gennadiy Gatilov complained that the deal wasn’t giving proper treatment to Russian grain and fertilizer exports.

According to The Washington Post, "tensions are rising" between the U.S. and the European Union over Ukraine's deteriorating economy. U.S. officials "increasingly prod" the EU to boost its financial assistance to Ukraine. U.S. Treasury Secretary Janet Yellen has already called on her international counterparts to "accelerate both the speed and amount of money going to Ukraine," the media reported.

Russian warlord Igor Girkin, also known as Strelkov, was sent to the frontline as a deputy battalion commander or the chief of staff of a unit, Russian propagandist and war journalist Maksim Fomin and other propagandists said. Girkin, who is usually active on social media daily, has been silent since Oct. 10. Girkin’s wife Miroslava Reginskaya posted a photo of him in a military uniform on Oct. 15 and added that he was alright and would soon be in touch again. Girkin effectively launched the war in the Donbas by seizing Slovyansk in April 2014. Since then, he has become critical of Russian dictator Vladimir Putin, lashing out at him for mishandling the war effort. Girkin reportedly tried to go to the front in Ukraine in August 2022 but was blocked by the Russian authorities.

The German Defense Ministry pledged the delivery in late July, saying that the tanks “will enable Ukrainian troops to cross waters or obstacles in combat.” According to the country's government, Germany also supplied Ukraine with ten pontoon bridge machines. On Oct. 12, the German government announced it would hand over to Ukraine more Panzerhaubitze 2000 self-propelled howitzers and MARS II multiple rocket launchers “in the next few weeks.”

Yevhen Yevtushenko, head of the Nikopol district military administration, said on Oct. 15 that two people were injured during the night and five people were wounded in the morning attack. He said that the attacks were focused on “maximum damage to civilians”. More than 50 Russian shells were fired into Nikopol overnight, Dnipropetrovsk Oblast Governor Valentyn Reznichenko said on Telegram. Russian forces used Grad and Uragan multiple rocket launchers and other heavy artillery to fire at the Nikopolska, Marhanetska, and Chervonohryhorivska communities in the oblast.

Kirill Stremousov, a deputy head of the Russian illegal occupation government in Kherson Oblast, said that the Ukrainian military is trying to launch an offensive near the village of Dudchany. The offensive was also reported by several pro-Kremlin war journalists, including Yevgeny Poddubny and Alexander Kots. Ukraine has not yet confirmed the reports. The Ukrainian military reported on Oct. 12 that it had destroyed an ammunition depot near Dudchany, as well as a control post and a communication hub in Kherson Oblast's Sukhanovo district.

Russia has used 1,235 out of 1,844 Iskander, Kalibr, and air-launched cruise missiles since it started its all-out invasion in February, said Defense Minister Oleksii Reznikov. For reference: Only on Oct. 10, Russia launched 84 cruise missiles and 24 drones across Ukraine. "By using hundreds of high-precision missiles against Ukraine's civilian sites, the aggressor state reduces its ability to strike the military targets," said Reznikov.

Most Russian crimes in Ukraine were "breaking the laws and customs of war," the Prosecutor General's Office reported on Oct. 14, giving a precise number of the war crimes and crimes of aggression – 40,040. More than 600 suspects allegedly responsible for those crimes are the Russian soldiers and the country's political leadership, according to the report.
