Ukrainian Foreign Minister Andrii Sybiha, speaking at the OSCE Ministerial Council meeting in Malta on Dec. 5, strongly opposed any agreements resembling past Yalta or Minsk deals that could legitimize Russian aggression.

The last time Russian Foreign Minister Sergei Lavrov visited an EU country was in 2021, when he traveled to the OSCE meeting in Stockholm, Sweden
"During our observation, we noted the cases of vote buying and double voting before and during elections, especially in rural areas," said Ioan Bulai, the head of the delegation of the Parliamentary Assembly of the Council of Europe (PACE).
"The European Union reiterates its call on the Russian Federation to accept its responsibility in this tragedy and to cooperate fully in serving justice."
"There can be no safe places for murderers... International law requires that all necessary measures be taken to create a safe haven for civilians. By striking legitimate military targets deep inside Russia, we will protect them," said Viktoria Kuvshynnikova, acting permanent representative OSCE said.
Only 3% of Russian missiles, drones, and guided bombs hit military targets in Ukraine, while 97% have struck civilian infrastructure, Danylo Kubai, Ukraine's envoy to international organizations in Vienna, said on July 3, according to Ukrinform.
In a post on Telegram, Ukrainian delegate Pavlo Frolov said the document also "defines the decolonization of the Russian Federation as a necessary prerequisite for establishing a lasting peace."
The U.K. has allocated nearly 150 million pounds (over $180 million) to support Ukraine's energy sector after recent Russian attacks, the head of the U.K.'s delegation to the Organization for Security and Co-operation in Europe (OSCE), Neil Holland, said on April 18.
The Moscow Mechanism allows for an expert mission to be dispatched and assist a country "in the resolution of a particular question or problem relating to the human dimension."
