Deputy Head of President's Office Kyrylo Tymoshenko asked Ukrainians to limit electricity consumption on the evening of Oct. 10 (from 5 p.m. to 10 p.m.), following Russia's mass attack on Ukrainian cities. In Kyiv and Kyiv Oblast, electricity supply has been partially limited for industrial and household customers; officials have already scheduled emergency cutoffs, said Kyiv Mayor Vitali Klitschko.

They had already raised over Hr 20 million about an hour after the campaign was launched.

Following Russia's attacks on Ukrainian cities on Oct. 10, Foreign Minister Dmytro Kuleba urged to "stop shifting the blame on the victim of aggression by suggesting that Putin was provoked" by the recent explosion on the Crimean Bridge. Russia had been "constantly hitting Ukraine with missiles before the bridge (exploded)," he said, adding that Putin is "desperate because of battlefield defeats."

President Volodymyr Zelensky said in his evening address on Oct. 9 that the world should officially designate Russia as a terrorist state. "Terrorism at the state level is one of the most heinous international crimes, which threatens not just someone in the world, but the entire international community," he said. In September, Foreign Minister Dmytro Kuleba said Ukraine doesn't reject the idea of peace talks with Russia in principle but will only take part in them as far as they concern the restoration of Ukraine's territorial integrity.

Russian dictator Vladimir Putin's spokesperson Dmitry Peskov told the Russian state news agency RIA Novosti that the meeting would take place on Oct. 10. Earlier, Putin called the explosion a "terrorist attack to destroy Russia's critically important infrastructure." When asked if this means Russia could respond by using nuclear weapons, Peskov said that the question had been asked in an incorrect way. The Oct. 8 explosion damaged the strategic bridge connecting Russia with occupied Crimea.

Swedish Foreign Minister Ann Linde stressed that Russia’s “blatant disregard” for civilian lives puts the issue of accountability front and center. Lithuania's Foreign Ministry called for providing further support to Ukraine to enable it to defend itself as Russia continues its terror. At least 13 people were killed, and 89 people, including 11 children, were injured in the attack on Oct. 9.

According to Kyrylo Tymoshenko, a deputy head of the President's Office, 89 people, including 11 children, were injured. The official added that the rescue operation is still ongoing. President Volodymyr Zelensky called the Russian attack on civilians an "absolute evil," adding that the Russians are "savages and terrorists." The attack severely damaged a nine-story residential building, with one of the building's sections completely destroyed. Russia has intensified attacks on Ukrainian-controlled Zaporizhzhia after claiming to have annexed the partially occupied Zaporizhzhia Oblast.

For three days, residents of Enerhodar have been living without electricity and gas, according to the city mayor, Dmytro Orlov. "Yesterday in the evening, some locals used open fires next to their houses to cook food or (boil water)," Orlov said. Constant shelling prevents utility service workers from restoring electricity and gas supply, he said, warning locals to stay cautious when collecting firewood in the areas where there can be landmines.

Following the early morning explosion at the Crimean Bridge, Mikhail Razvozhaev, head of the illegal Russian occupation government in Ukraine's Sevastopol, announced that rationing for grocery products and gasoline had been introduced in the city. About an hour later, Razvozhaev lifted the ban, claiming that the occupation authorities had established the logistics for food and fuel delivery and that there would be no shortages.

The State Emergency Service reported on Oct. 8 that 17 people, including a child, were found dead under the rubble of residential buildings in Zaporizhzhia. According to the State Emergency Service, 21 people were rescued from under the rubble, and 12 were hospitalized. The rescue operation is ongoing. Russian forces attacked Zaporizhzhia with Iranian-made Shahed-136 drones on Oct. 6, destroying two residential buildings and damaging other civilian infrastructure.

According to the media outlet Delfi, Estonian Foreign Minister Urmas Reinsalu assumed that Ukraine was behind the explosion at the illegally constructed bridge connecting the Russian-occupied Ukrainian peninsula Crimea with mainland Russia via the Kerch Strait earlier on Oct. 8. “Estonia certainly welcomes this and congratulates the Ukrainian special operations units, who are expected to be behind this operation,” Reinsalu said as quoted by the media.

Prime Minister Denys Shmyhal said that Ukraine also expects “a new major program” from the International Monetary Fund in 2023, as well as funding from the USA, the EU, and other G7 countries. He said that the IMF will provide Ukraine with an additional $1.3 billion, which will be used to support defense capability, pensions, and social payments, and to strengthen the stability of Ukraine’s economy. “We thank the allies who help us to persevere in the struggle for the independence and freedom of Ukraine,” Shmyhal said.
