Ukrainian drones launched an attack on the Russian city of Saratov overnight on Sept. 11, reportedly striking oil and logistics infrastructure, Russian Telegram media channels reported.

Ukrainian Foreign Minister Andrii Sybiha said Moscow was deliberately targeting places where civilians gather, seeking to inflict maximum casualties, spread fear, and coerce Ukraine into concessions.

The refinery in Foynes, County Limerick, is owned by Russian aluminum producer Rusal and employs several hundred people.

"Ukrainians helped build Canada, and Canadians will help rebuild Ukraine," Canadian Prime Minister Mark Carney said on Sept. 10.

The operation was carried out by Russia's Main Directorate for Deep Sea Research (GUGI), which used deep-sea submersibles to simulate deploying the technology, according to two Western officials who spoke to Reuters on condition of anonymity.
