The suspect was allegedly preparing to launch a drone packed with grenades at a military facility in Russia's Ryazan Oblast. The Kyiv Independent could not verify the claim.
According to Russia's Defense Ministry, Russian air defense shot down 91 Ukrainian drones, including eight over Nizhny Novgorod Oblast and 11 over Ryazan Oblast. Drones were also downed in Kursk, Oryol, Moscow, Belgorod, Kaluga, Bryansk oblast and in Russian-occupied Crimea, the ministry reported.
Russia’s Ryazan oil refinery suspended operations after a Ukrainian drone attack set its main crude distillation unit, CDU-6, on fire, Reuters reported on Feb. 24.
"The railway loading equipment has been damaged. There have been no railways loadings, they stopped oil processing," an industry source said.

The reported strike comes two nights after Ukrainian forces launched a joint attack against the refinery that allegedly damaged multiple on-site facilities.
A fire erupted at the Ryazan Oil Refinery in Russia after a mass drone attack targeting several regions, Russian Telegram channels reported on Jan. 23.
The Russian news channel Astra wrote that Ryazan residents heard explosions near the Dyagilevo airbase on the city's outskirts. There have been no official comments on the situation in the regional center or the airbase.
Drones struck Russia's Ryazan and Voronezh oblasts overnight on May 1, causing a fire to break out at a Ryazan oil refinery, the oblasts' governors reported.
