The incident comes amid heightened concerns across Europe over the presence of unauthorized drones near critical infrastructure, particularly in the wake of increased geopolitical tensions and frequent airspace violations involving Russia.
Zelensky accused Moscow of obstructing the repair of the power lines through continued shelling: "And this is a threat to absolutely everyone. No terrorist in the world has ever dared to do to a nuclear plant what Russia is doing right now."
The new measures comes amid a wave of Ukrainian drone attacks on Russian oil refineries, which have strained supplies and forced Moscow to cut shipments.
Austria expelled a Russian diplomat on Sept. 30 over suspicions that the diplomat relayed company secrets from Austrian oil company OMV along to the Kremlin.
Russia has often used Shahed drones against non-military targets, destroying or damaging residential buildings and other civilian facilities protected under international humanitarian law.

According to Dnipropetrovsk Oblast Governor Serhii Lysak, 28 people were injured, including a 10-year-old boy and a 17-year-old girl.
The evacuation, carried out Sept. 29-30 in coordination with Ukraine's military intelligence, included 48 Ukrainian citizens, as well as nine Palestinian nationals.
