Russian dictator Vladimir Putin signed a decree marking Sept. 30 a "reunification day" commemorating Russia's illegal annexation of Luhansk, Donetsk, Zaporizhzhia, and Kherson oblasts, the Russian news outlet Interfax reported on Sept. 28.
