Minsk says it will pay foreign debts in Belarus rubles.

Belarus announced on April 7 that it would pay its debts to the World Bank, the European Bank for Reconstruction and Development and the Nordic Investment Bank in Belarusian rubles, which values are currently at 31 cents a dollar. The unilateral decision may lead to technical default.
