Zelensky: Russia has fired over 2,800 missiles at Ukraine's cities since start of war.

Presidential Office head Kyrylo Budanov said on Nov. 3 that the incident was "not without outside influence."

Melania Trump was praised for helping broker a ceasefire between Ukraine and Russia that allowed those civilians who wished to evacuate Russian-occupied Oleshky in Ukraine's southern Kherson Oblast to do so.

Lieutenant General Ivan Havryliuk, a former first deputy defense minister, has been appointed to lead Ukroboronprom, Ukraine's largest state-owned defense company, according to a Nov. 3 statement.

The Air Force said Russia launched an unspecified number of ballistic missiles, including the Iskander-M, North Korean KN-23, and Zircon types, in addition to 59 cruise missiles and 289 attack drones against Ukraine overnight, mostly targeting Kyiv, Kharkiv, Dnipropetrovsk, and Vinnytsia oblasts.

Forty-eight people remained missing as search and rescue operations continued at the site of the Russian attack on the morning of Nov. 3, Governor Mykhailo Semikin said.

"Important meetings lie ahead, as well as strengthening our air defense and supporting our energy sector. This will be the priority of today’s talks," said Zelensky on social media upon arriving in Germany.

Energy officials recorded one of the largest waves of Russian ballistic missiles targeting critical infrastructure, with Russia also launching cruise missiles, jet-powered drones, and propeller-powered drones, Vitalii Zaichenko, CEO of Ukrenergo, the country's state grid operator, told the Kyiv Independent.

U.S. Special Envoy Steve Witkoff announced on Nov. 3 that new rounds of trilateral peace negotiations between Russia, Ukraine, and the U.S. will be held on Nov. 10 in Abu Dhabi.

Terekhov said approximately 200 patients would be evacuated to other medical facilities as emergency services worked at the scene.

The number includes 2,060 casualties that Russian forces suffered over the past day.

According to RMF FM, Polish military intelligence and allied intelligence services warned last week that acts of sabotage could occur near the Russian border, potentially including incursions by armed groups.

Ukraine has repeatedly targeted the facility, including most recently, a Sept. 17 strike that damaged its AVT-3 crude oil processing unit, according to Ukraine's General Staff.

With the decree, a newly established government commission will have the authority to claim reserved capacity, which must be made accessible within 24 hours of the government's notification.

Late on Nov. 1, Ukraine's Air Alert app, which provides vital updates to citizens about incoming Russian strikes, was hacked. Hours after the false warnings were sent to Ukrainian citizens' phones, Russia's own air raid alert system began to show signs of being compromised.
