Earlier, Ukraine's Defense Ministry said 467 Russian missiles hit Ukraine since Feb. 24. A total of over 1,200 missiles were launched since the war began.
A Russian drone strike on the grounds of a vocational school dormitory in Vinnytsia Oblast killed two people, including a 13-year-old girl, on Nov. 1, the State Emergency Service reported.
"I call on governments that have not lost their moral compass to deny Russian players entry to their territory," said Foreign Minister Andrii Sybiha.
"A ‘Pantsir-S2’ system and a command and control vehicle belonging to the S-400 ‘Triumph’ system were also struck," Zelensky said, causing an estimated $70 million in damage.
"The appointment of eight new members of the Constitutional Tribunal lies within the constitutional power of the Sejm (Poland's parliament)," a European Commission spokesperson told the Kyiv Independent.
Russia continued its campaign against Ukraine's energy grid ahead of winter, targeting infrastructure in at least four regions overnight and injuring three workers from the Ukrainian energy company DTEK.
According to the data from the General Staff, Russia's estimated losses reached 54,400 soldiers in October.
The number includes 2,100 casualties that Russian forces suffered over the past day.
Ukraine has targeted the facility a number of times, including a confirmed strike on Aug. 26 that sparked a large fire. The NORSI suspended operations due to damaged sustained in that attack.
"They can destroy a building, scorch our land and steal our memories. But they cannot destroy our right to a future," he wrote.
Zelensky spoke of Russian attacks on Ukrainian clergy members and said over 800 institutions have been damaged.
"We're working to strengthen the protection of our people, our bilateral partnership with Turkey, and real diplomatic prospects. There are important issues concerning shipping in the Black Sea," President Volodymyr Zelensky said.
U.S. Secretary of State Marco Rubio expressed uncertainty about whether a negotiated peace deal between Ukraine and Russia is possible, speaking at a G20 foreign ministers meeting on Oct. 31.
