Russia's Belgorod Oblast Governor Vyacheslav Gladkov said the city of Valuyki lost power after the explosions. According to Gladkov, one civilian died and two others are being treated in a local hospital. Gladkov accused Ukraine's Armed Forces of striking the city. Ukraine has not commented on the incident.

Yevhen Zhukov, head of Ukraine's patrol police, resigned on April 19 amid controversy over the police response to the deadly mass shooting in Kyiv the previous day.
