Ukraine, UK sign landmark new military AI partnership

Ukraine and the United Kingdom signed a deal to join forces in developing new military artificial intelligence (AI) technologies on Aug. 24, according to a press statement from the U.K. Defense Ministry.

The announcement comes as U.K. Prime Minister Andy Burnham visits Ukraine to celebrate its Independence Day and reaffirm the Coalition of the Willing's support of Kyiv during the war.

The new agreement gives the U.K. access to Ukraine's AI Avengers Labs, which contains a trove of real-world battlefield data for training AI defense systems.

"This groundbreaking partnership will bring together Ukraine’s unrivaled operational experience with Britain’s world-class AI ecosystem, giving us the opportunity to develop the technologies of the future, changing lives here in Britain and saving lives on the battlefield in Ukraine," U.K. Prime Minister Andy Burnham said.

U.K. universities and companies will be the first non-Ukrainian entities to access Avengers Labs, a platform of data collected by thousands of cameras and infrared sensors across Ukraine's battlefields. The dataset includes five million battlefield frames of tanks, artillery, air defense systems, infantry, and aerial targets, according to Ukraine's Defense Ministry.

Ukraine has already begun using the dataset to train automatic target detection systems. With training from Avengers Labs, the new AI system is able to detect 70% of all enemy targets in real time, the ministry reported.

A number of U.K. pilot programs have already begun under the new AI partnership, according to London's press statement. One trial project uses Ukrainian data to turn fiber-optic cables into AI-enabled sensors to protect military and civilian infrastructure.

In another project, the U.K. and Ukraine will work to develop low-power AI chips that can power drones or other weapons systems.

In return for access to Avengers AI Labs, the U.K. has pledged to share its own AI expertise with Kyiv, supporting Ukraine with British universities, researchers, and tech companies. The deal is part of the 100-year defense partnership signed by Ukraine and the U.K. in 2025.

"Ukraine is pushing the frontier of defense innovation as they bravely resist Putin's illegal invasion," U.K. Defense Minister Wes Streeting said.

"From supporting with military equipment and training to co-developing cutting-edge technology, the U.K. will stand shoulder-to-shoulder with Ukraine for as long as it takes."

The AI deal was announced on the same day as another landmark U.K. defense pledge: London has agreed to share classified technical information on Storm Shadow cruise missiles with Ukraine, a move that could help Kyiv expand domestic production.

"The partnership between Ukraine and the United Kingdom is particularly special: we have built an unprecedentedly strong and friendly dialogue, which we can certainly be proud of," President Volodymyr Zelensky wrote on Telegram on Aug. 24.

Ukraine is quickly developing a defense technology sector focused on AI. In April, the Defense Ministry announced that over 200 companies were involved in developing and producing AI-powered drones.

Ukrainian defense companies received access to the AI Avengers Labs platform earlier this summer, according to the ministry.
