Ukraine's military launched an attack on Russia's Tver Oblast overnight on Oct. 9, reportedly targeting a Russian factory that manufactures fuel components for Kh-55 and Kh-101 cruise missiles, Russian Telegram media channels reported.

The acclaimed journalist was reportedly on an editorial assignment in Vienna with his colleague Yaroslav Bondarenko when he was detained by Austrian authorities.

Two EU officials confirmed that Bjoern Seibert would be representing the European Commission at those talks, alongside the National Security Advisers of the E3 countries: France, Germany, and the U.K.

"Russia calls this an 'evacuation.' But when people are taken away against their will, intimidated, and left with no choice, it is not a rescue. It is coercion," Dmytro Lubinets said.

Mikhail Zvinchuk, his wife Valeria Zvinchuk, and three other associates were detained in an operation by Montenegrin police and security service on the morning of Oct. 9, local media reported.

Several modules of the data center were completely knocked out of operation, Yandex said in a statement.

Russia attacked Ukraine overnight with 136 drones, including 93 jet-powered Shahed-type drones, Ukraine's Air Force said.

The number includes 1,710 casualties that Russian forces suffered over the past day.

The latest announcement comes as Kyiv experienced widespread power outages on Oct. 8 following a Russian attack on Ukrainian energy infrastructure. Over 3 million residents in the capital lost power in what officials described as "an attack on one of the energy facilities important for the city of Kyiv."

Under the U.K.'s National Security Act 2023, junior intelligence specialist Teddy Young, 24, was charged with two offenses for allegedly trying to pass protected information to a foreign power between November 2024 and May 2025.

The railway operator initially reported that the passenger train's driver suffered a leg injury and four passengers required medical attention. The crew of the electric locomotive was unharmed.

"We certainly are capable," Zelensky said about striking Russian data centers. "We always respond in kind. Regarding data centers, as you all know, they have been and still are striking our data centers."

"Meetings are expected to take place over two days... we are counting on a European team to join our negotiating group," President Volodymyr Zelensky said.
