President Volodymyr Zelensky told journalists that the Ukrainian government had not held any negotiations on such peace plans. Italy has proposed that Ukraine become a neutral country and reach an agreement with Russia on the status of Crimea and the Donbas as part of its peace plan.
"The consequences of Russian strikes and worsening weather conditions are severe," Zelensky wrote.
