Most of the civilian casualties recorded were caused by the use of explosive weapons with a wide impact area, including shelling from heavy artillery and multi-launch rocket systems, and missile and air strikes, according to the report.
Russia launched a wave of missiles and drones targeting cities across Ukraine overnight on Aug. 21, injuring 12 and sparking fires at a large electronics plant in Mukachevo, with damage also reported in other cities, including Lviv.
The number includes 830 casualties that Russian forces suffered over the past day.
"There’s the dawning reality that this will be Europe making this happen on the ground... The U.S. is not fully committed to anything," an unnamed NATO diplomat said.
The attack allegedly hit the Novoshakhtinsk oil refinery, which has previously been targeted in Ukrainian drone strikes.
The plan would require countries that have signed security agreements with Ukraine to deliberate and respond quickly in the event of another Russian attack following a peace agreement. It would not include NATO membership for Ukraine.
