Ukraine reportedly targets Russian cruise missile fuel plant in Tver Oblast

Ukraine's military launched an attack on Russia's Tver Oblast overnight on Oct. 9, reportedly targeting a Russian factory that manufactures fuel components for Kh-55 and Kh-101 cruise missiles, Russian Telegram media channels reported.

Telegram monitoring channel Exilenova+, citing resident accounts, reported that flashes of explosions and smoke were seen in the area of the defense-industrial plant in the town of Redkino.

The extent of the damage caused was not immediately clear.

The Kyiv Independent cannot immediately verify the reports. Ukraine's military has not yet commented on the reported attack.

The Redkino Experimental Plant, which produces components of Decilin-M rocket fuel, as well as fuel additives for diesel and aviation kerosene, was previously struck in a Ukrainian attack in February 2026. The attack destroyed around 6,000 FPV (first-person-view) drones and their components, the General Staff said.

The plant is under sanctions imposed by the U.S., the U.K., and several other countries.

Russia routinely uses Kh-55 and Kh-101 cruise missiles missiles to attack Ukrainian cities, including during recent mass missile strikes on Kyiv.

While the weaponry used in the reported attack was not immediately clear, Ukraine has often used long-range drones to strike facilities support Russia's war machine.

The latest announcement comes as Kyiv experienced widespread power outages on Oct. 8 following a Russian attack on Ukrainian energy infrastructure. Over 3 million residents in the capital lost power in what officials described as "an attack on one of the energy facilities important for the city of Kyiv."

The railway operator initially reported that the passenger train's driver suffered a leg injury and four passengers required medical attention. The crew of the electric locomotive was unharmed.

"The government looks forward to the smooth resolution of all pending issues between the two countries and will continue consultations with the Ukrainian side to this end," the South Korean Foreign Ministry said in a press release.
