Ukraine's Southern Defense Forces uncovered and struck a military training facility of Russian troops, the unit said on social media on Oct. 15, publishing footage of the attack.
"We are absolutely sure that the second time they used cluster munitions to hit the rescuers and police officers who were there," Volodymyr Tymoshko, the head of the National Police in Kharkiv Oblast, said on July 24.
Russian forces launched a series of attacks on multiple settlements in Donetsk Oblast on the morning of June 23, injuring five civilians, the regional prosecutor's office reported.
Russia reportedly hit the settlement with cluster munition launched from a Smerch rocket launcher at around 9 a.m. Kyiv has repeatedly accused Moscow of using cluster munitions in attacks against civilian areas.

Russian forces attacked a village near the town of Vovchansk in Kharkiv Oblast with cluster munitions on May 16, injuring six people, Governor Oleh Syniehubov said.
Tamaz Gambarashvili, the head of Vovchansk City Military Administration, two medics and two drivers are among the injured, Kharkiv Oblast Governor Oleh Syniehubov said on May 16.
Russian troops attacked the border town of Snovsk in Chernihiv Oblast on May 13 with cluster munitions, injuring three people, Ukraine's National Police reported.
"This (cluster munition) is an indiscriminate weapon, the use of which can lead to significant casualties among the civilian population," the Prosecutor General's Office said on Telegram, citing Andrii Kostin.
Russian forces struck the village of Rizdvianka in Zaporizhzhia Oblast with cluster munitions, killing a civilian, Governor Ivan Fedorov reported on March 4.
