Local authorities cry for help in Izium, saying there's humanitarian crisis.

Volodymyr Matsokin, deputy mayor of Izium, said that residents were left without electricity, water, medicine, and food. The city in Kharkiv Oblast has been under siege for two weeks. According to local deputy Max Strel, Russians have been blocking humanitarian aid delivery and evacuation of civilians for the last three days.
