Serhii Bahlai is a research assistant/Ukraine coordinator at the Ukraine Security in Transition Project, which is funded by the Social Sciences and Humanities Research Council of Canada. He is also a security analyst at NGO "Come Back Alive!" His research interests include post-Soviet law enforcement agencies and the problems of reforming the security and defense sector.

Images of warlords and militias from post-conflict societies around the world remind us that wars often lead to the proliferation of firearms, in turn fueling violence and lawlessness long after the main fighting ceases.
