Russian Security Council asks Putin to recognize occupied territories of eastern Ukraine as independent states.

Members of the Russian Security Council unanimously spoke in favor of recognizing the occupied territories of eastern Ukraine as independent states. Some members said that the West needs to be given one last chance to force Ukraine to make concessions to Russia.
