Russian forces control 70% of the territory of the Luhansk Oblast.

Serhiy Gaidai, head of the Luhansk regional state administration, called on the people to remain vigilant and not to help the invading forces. He also claimed that residents are being connected to Russian state TV. Haidai also says the entire region is under heavy fire.
