Olena Symonenko, an aide to the chief of staff to President Volodymyr Zelensky, said on April 21 that Russia had captured additional Ukrainian settlements in Donetsk Oblast, making it more difficult to deliver humanitarian aid there. She noted that 3,500 Ukrainian settlements are currently under Russian occupation.
