Brigadier General Hennadii Shapovalov, born in 1978 in Kirovohrad Oblast, is a career officer who graduated from the Military Institute of Tank Troops in Kharkiv and later studied at the National Defense University of Ukraine.
Mykhailo Drapatyi described the state of the Ground Forces at the time of his appointment on Nov. 29, 2024 as mired in "managerial stagnation."

The proposed changes include a revamped recruitment system with "zero tolerance for corruption," improved military training tailored to front-line needs, and integration of advanced technology into training and operational processes.
